Ah yes, Geolives, easily the most complicated , user unfriendly site ever concieved.
After going through all the steps you mentioned, which took ages due to poor instructions by both OSI and Geolives, I have succeeded in downloading some maptiles.Sometimes indeed there was a wait but never more than a few hours(usually much less) for the download link to appear in my inbox.
I would try downloading the tiles again and getting a new link sent(no cost as you already own the tiles).
I would also try to keep the size of file small as the larger it is the more unreliable the download seems to be(that said I resorted to downloading a single maptile in one instance and still have not managed to get that particular maptile to date!)
Overall not a good service, with instructions translated from French by an amateur.
