The Irish and English names are unrelated. Pigeon Rock is a crag overlooking the road from Kilkeel to Hilltown.   Pigeon Rock Mountain is the 462nd highest summit in Ireland.

There is a fairly large cairn at the north end of Pigeon Rock's indistinct summit where Batt's Wall takes a sharp turn south (see csd's pic) and a peat mound nearby at first seems to be the highest point, however a second smaller but distinct cairn also marks the summit about 400m to the south east of this beside a couple of large boggy pools. From the road this appears to be a teensy-weensy bit higher and I had a GPS reading which showed this 5m above the nearest other high point to the north, if you can believe these gadgets.
