When the buck is an elephant
David, indeed, as you say, it can well be expected that every walker will have the civic spirit to pick up any litter found in the hills and take it home for disposal. The problem arises, however, when it is no longer just a moderate bit of litter that fits neatly in a rucksack but a very sizeable accumulation of heavy, awkward rubbish that has to be conveyed several kilometres over broken terrain to a pick-up area and then loaded onto a trailer for transport to a dump. That is the case of the campsite I was describing, which had been in use for some time. Without the logistical organisation of a group like PURE, the well-meaning civic-mindedness of a few individual walkers who happen by will always be totally inadequate.
