Myself and my son did a traverse of the Eastern Reeks last July, around the 12th or so. this fence was being erected then and seems to be a continuation of one from the valley floor. A foreign lad was busy working it on the day and was busy drawing posts with a quad bike and trailer. As you say it's pretty well constructed and requires care to cross. A stile would be a help but in the absence of same I picked the nearest stay post and climbed over.
