Goretex Repair
A Kernowclimber has said, I used Goretex repair tape on a small tear on a paclite jacket. I used McNett clear tape which I stuck on the inside of the jacket over the hole. The tape seems to stick OK but is really only recommended as a temporary repair. McNett also do a Gore-Tex fabric repair kit which consists of patches of coloured (including black) material which I guess you can stick on the front of any tear. I haven't tried these. But I would think that the best solution would be a 'professional' repair using one of the recommended repairers (such as LSR) given on the UK web site for Gore-Tex, see: http://www.gore-tex.co.uk/remote/Satellite/content/care/repair-information
