The Labour Party access bill attempts a balanced approach. Land could be declared "Access Land" by Local Authorities, after due notice, with a full appeals process etc. Various forms of land would be considered including land over 150m, however the land would not be land under cultivation.
There would be paid access routes to the access lands.

Nationalisation of course is nothing to do with it. Nor is it purely an issue for suburban ramblers since there are many rural ramblers and numerous rural businesses including farmers who could benefit from more definite access.

As we suggested in the newsletter Talk to Canvassers. Raise the issue. I tried with one FG candidate in my area and got a well written letter explaining what he had done for hillwalkers locally and a promise to support more initiatives. I have also heard of candidates who don't know about the issue and that's also an opportunity.
